I suggest that the forum description is displayed in a prominant color (such as red) at the top of the Post a New Message page. I think that this will help reduce the number of off-topic posts, as it appears that users are completely ignoring the forums descriptions on the front page.

Also I think that the description for .NET Development General and Common Language Runtime actually overlap.

.NET Development General states 'Enquire about the CLI, debugging, versioning issues, compatibility, or future plans.'. That sounds a lot like what should be posted in the Common Language Runtime forum.
