PermCalc missing in Whidbey Beta 2 Express Editions?

I've installed the Visual C# and WebDev Express Editions for Whidbey Beta 2. I can't find PermCalc.exe. In Beta 1, it was located in:
\Program Files\Microsoft Visual Studio 8\Common7\IDE
The documentation says it should be in:
\Program Files\Microsoft.NET\SDK\v2.0\Bin
It's not either of those places, nor is it anywhere under \Windows\Microsoft.NET. So was it purposefully removed, or is this simply an oversight? If the latter, is there anywhere I can download it?

PermCalc was intenionally taken out of Beta2 of the Express products primarily for download size reasons (it needs cache files that end up being significant in size). Note that you can get PermCalc by downloading the .NET Framework SDK available at http://www.microsoft.com/downloads/details.aspx?FamilyId=41070791-8912-4F94-AC46-7CE0E386D5C9&displaylang=en which contains many other useful .NET tools that are not used directly by Visual Studio or the Express products.

Im trying to install beta 2 Visual Dev and getting the same problem ie. not able to find permcalc. Do i need to install the sdk too ?
