The question is “how to populate theConstants section used in Expressions?”

1: In Expressions, you can build logic around, Globals such as UserId andParameters which can be set or selected by a user.

What would be nice is to have a set of reports between 5 and 100 say, which all have a particular hyperlink to a web site depending on where they are run from.

This is a constant for each site.

There are other ways of doing this such as using parameters, but this applies to every report and means each report on the Report Server has to have the details changed.

We want the Report Users to be able to change the value, and they don't have Report Designer.

You could build that into a custom assembly, and reference it from all your reports. The list of intrinsics available in reports is not customizable.
