This is a request from MS VS Studio Express 2005. It gives you 30 days of access to the program and then expects an activation key. It says REGISTER NOW FOR YOUR FREE ACTIVATION KEY. It then says the program will be usable without interruption after the key is entered.

I've also had this problem. The registration site asks for a Passport login and then tries to collect some info. It then says it can't send the verification email.
