Error when creating new Team Project

I've worked through several resources onlnine to fix other errors in the project creation process and have just about got the New Team Project option working from Visula Studio, however I'm running into an error I can't find a solution for. In creating a project named Foo2, the creation process gets through the Currituck Module, handles some CSS and WorkItemType definitions and then throws an exception saying:

Any ideas what I'm missing? I've made sure my user ID is in a TFS Project Creators group in Active Directory which is included in the Global\Namespace Administrators in the VSTFS ADAM, it is also set up as a Content Manager in SQL Server Reporting Services and is configured as the administration group for Sharepoint Services.

Hi Jordan, are you using the default MSF Agile process template? Did you make any modifications to the template and is this the first project you're trying to create on the server?

Yes, I'm using the default MSF Agile process template, without modifications. I had tried to create other projects on the server and none have been successful, now some of them are just lingering out there without a way for me to remove them.

1)Are there any event log entries(error) related to WorkItemTracking?
2) Would you be able to create a project after the full sync frequencey (which is 30 mins).
3) Does TFSServerScheduler service running on the AT box?

There are no errors for WorkItemTracking in the event log. Informational messages were written to the event log stating that ACL and CSS synchronization were successful, however I still could not create the project. The TFSServerScheduler service is running.

Would you please do the following and let me know the results?
1) Close all the instances of devenv. Run "deveenv /resetuserdata" from run dialog ( Start-->Run). Then open the devenv and try creating a new project.
2) run the following sql query in CurritukDB and post the results
"Select * from TreeNodes"

I ran devenv /resetuserdata and as it ran I noticed the memory being used by devenv kept increasing at an alarming rate. I terminated it once it took over 80 MB of memory and then ran it again with the same results. I went ahead and launched visual studio and it had reset my environment, so hopefully that means it ran. I then re-connected to the foundation server and created a new project named NewFoo1, it failed just as before, here is all that is contained in the TreeNodes table after doing this:

Just try to eliminate the obvious: you have configured the server to grant yourself the permission to create projects.

If the permission is not the issue, could you try to load the following pages in IE and see if there is any problem?

If you are running a single server, try both of the above.

Also, I just verified that I'm configured to create projects. I'm a member of a TFS Project Creators group which is a member of the Global\Namespace Administrators group in ADAM.

Actually, your issue is totally different. The error messages are not the same.

The issue with your PCW is that you don't have permissions on ReportServer, and that your WSS may not be configured correctly.

Please ensure you followed steps to give permissions to ReportServer, and ensure that WSS is configured correctly per setup instructions.
