VSS 6.0d fails to install

I am met with the following error message when trying to install VSS 6.0d
"The minimum operating system requirements for visual source safe 6.0d are Windows NT4 with SP6, Windows 2000, or Windows XP (NTFS) recommended). Setup has detected that your operating system does not meet these requirements."
It DOES meet these requirements
The machine is running XP SP2, I have tried running the exe in compatability mode and have applied the latest patches and updates to the machine.
The XP was built from a Select version of XP for which I have had nmo other problems throughout the business.
Any help appreciated. If any further info is needed, just ask!
