The best tool to implement MSF for CMMI Process Improvement is Visual Studio 2005 Team System.

From what I understand, MSF is only a guidance to help smoothen the implementation of your processes. You still have to DEFINE and INSTITUTIONALIZE your processes and then go for the SCAMPI assessment before you can get CMMI ML3.
