Does anyone know of a good web-based file manager?

It needs to act as an alternative to FTP.
It should be able to create/modify/delete users through an administrator account.
The administrator should be able to set rights on a folder to give certain users different levels of access (read/write).

It will be used mostly for the admin to upload files and create a temporary account for the user to download from specified folders, but the possibility should exist for users to be able to upload files as well.

I've looked atHTTP Commander, but it gives the administrator full access to the server. All of the activity of this software needs to be contained to one main folder of the server.

I've looked atQuasars Storage, but couldn't even get it to install.

Technical requirements: Windows Server 2003, ASP.NET or ASP or PHP, and SQL Server or MySQL.

I've got a deadline to meet, or I would have programmed it myself. If anyone could point me to a ready-made module or even something I could edit quickly to serve my needs, I would appreciate it very much.
