Vb Oracle Package Creation

I have created Vb project. I have connected VB with Oracle using ADODB connectivity. While creating Package it will show the error msg "Activex Component cann't create object". Os is Windows XP. VB 6.0 and Oracle 9i client. What is the solution for that problem.
