Doubts....TFS

We are working on VS Team Foundation.
I have created a sample Team Project, while accessing through the portal, it says
“The Web site that is referenced here is not in the configuration database”.
Are there permission settings to do to achieve this?
Kindly clarify my doubt. ) We have created team projects. We did permission settings as per the guidance of MDSN.While exploring the created application, the user(Developer) can be able to access the global permission settings and able to add himself into other projects as well as he can change the permission settings to others also. Please help us in implementing the permission and Groups. I would really appreciate, if you can provide me the sample docs or links. We are unable to add the bug or Task. User (Myprojects\Developer)as permission to do this, he is able to view the screen, but it is restricted. He is not able to enter the required fields of Bug Screen. Clarify my doubt.
