Is there a subscription Level Requirement because it is most definitely not there for me under Servers node.
I think it may not be available for me since I have MSDN Professional and not Premium.(Looks like I may need to upgrade).

Yes, I believe you need to have the MSDN Premium. CCF would fall into the "Broader Range of Windows Server Products" category. I will see if I can find out for sure but I suspect that’s the issue.

I heard back from the folks responsible for the MSDN Downloads... Yes you need to have either a MSDN Premuim or Academic Subscription in order to access CCF download.
