I have been wondering whether we can develop WPF/E enabled applications for handheld devices/PDAs? I think we can, coz I saw some video on Channel 9 showcasing this? If yes, what tools are required and where can I find them? and If not, is it planned in the near future? What will take to do so then?

According to this post in the general forum they are "evaluating this but I cannot comment on our current plans with regard to WinCE devices". So it sounds like they are working on it, but don't have any dates yet (maybe they are still deciding on whether to support XBAP or WPF/E first).
Just to chime in here. I have worked for 2 mobile development companies and both highly want WPF on mobile devices. Specifically the controls library. This way we can make slick UI's for our applications but also have a great framework to replace System.Windows.Forms so we can have good input, database etc.
