What type of user account is required?

I am trying to figure out what are the least amount of privileges required to administer and configure WSS 3.0.

I am going to deploy a customized WSS 3.0 site (customized with SonOfSmartPart, ASP.NET 2.0 user controls, etc.) to a network where the administrators do not want to give me a Sys Admin account for the machine. Does anyone know what kind of an account with the least amount of permissions would still let me update web parts, user controls, and configuration files?
