References in the Macro IDE

My Orcas install went great and all seems to be working right.
What is troubling me greatly though isAdd Reference Dialog in the macro IDE which after installing on two different PCsremains empty not allowing the addition of any refs whatsoever. This is extremely limiting when it comes to writing anything but the most basic macros. Is there a way to change this?
