16-bit support in Vista

I've heard that Vista will no longer run 16-bit legacy applications. I've also heard that if applications will run under XP, they will run under Vista.
Does Vista include support for running legacy 16-bit applications?

I think it works like this Windows Vista 64-bit will not have any support for 16-bit applications.

Windows Vista 32-bit will have support.

Is that more of a limitation in hardware or something that rests solely with the Vista operating system? If it is merely software related, will support for older 16-bit applications be added at some point before release?

Also, do you know of any information on how 16-bit and 32-bit games (some 3D powered) will run on Vista? I've searched Microsoft's Vista website and haven't been to find much information about it. Will older DirectX 6/7 and 8 based 3D games run in Vista like they do in XP?
