Assuming the Web Developer process is the same as C++, you should have received an 'email address confirmation' email. You click on the link to confirm and receive a second email with links to various resources.
As an aside, personally I am finding it very difficult to find anything easily. It's a very badly organised web site. Or maybe I'm just stupid...
