Developing for CCF on Vista

I have read it is possible to install a CCF solution on Vista, but is it possible to develop for CCF on Vista? In the Developer's Guide, the setup instructions say:

"Change the password for theASPNET user of the machine.AddASPUSER into the IIS_WPG group by following the steps below...."

In Vista, the ASP.Net user is NetworkService, and there is no IIS_WPG group that I can see.

Before diving further into this, I'd like to know if setting up a development environment for CCF (and running the sample apps, etc) is possible with Vista.
