I was looking to see if the Microsoft.ExceptionMessageBox.dll library was possibly in some redist list?

It looks useful and the MSDN pages on ithttp://msdn2.microsoft.com/en-us/library/ms166343(en-US,SQL.90).aspx show how to use it. So if we wanted to use it in our own app, are we allowed to redistrube that file? Is that file part of the SQL Native Client which is allowed to be redistributed? Can that file simply be included independent of anything else?
