VSCI Powertoys and MakeZipExe

I'm writing my own VSI content installer.

Since I've read that MakeZipExe.exe included in Visual Studio Content Installer Powertoys fixes some bugs behind the original MakeZipExe.exe shipped within Visual Studio 2005, my question is: can I redistribute the new MakeZipExe together with my application or it's a non-redistributable?
