Order ID repeating

Hello all,

I have an ecommerce site running on commerce Server 3.0. Every so often when a customer returns to our site to make another purchase, the system assigns the same order number as last time for a new order. Obviously this does not go through as the order ID needs to be unique in the receipt table. Can anyone tell me why the system would want to use the same orderID repeatedly?

I would appreciate it if I could get some help with this as it is causing us a lot of grief.
