1. Is there any mechanism to create self signed certificates in BTS R2?
2. How do we associate a trading partner with its public certificate (dual key
encryption)?

1. You *can* use Windows Certificate Services to create self-issues certs. Getting your trading partners to accept them is a little bit harder - but they work fine for testing.
