upload page will not display on IE
Signed into MOSS 2007 as a user with "full control, unable to upload document to document library. Error is HTTP 403 - IE able to connect ot website but does not have permissions to view the page.
When logged on as an administrator the upload page displays and the upload is successful. Any suggestions?
Same problem here. Everything worked fine before, but since 3 weeks this problem occurs. Also whenever I logon as a user with rights to upload documents (no full control) the upload document does work.
The funny thing is, that when I try to upload multiple documents, this still works for all users. Could this be a template problem? I checked the application pools account; these are all OK. This is a Win2K3 server with SP2 and MOSS2007 installed and it connects to another Win2K3 server R2 release with SP2, which runs SQL server 2005 (and holds the database for sharepoint). If there's anyone who has a sollution for this problem: please e-mail or reply!

By the way, if I change the rights in AD for the users where this problem occurs, to the system administrators group, the problem is solved. But I don't want any of these users to be a system admin.
Also I found something else that doesn't work, if I want to change the user rights for a site I also get a 403 forbidden error.

same problem here - we uninstalled the last 10 updates - without success.
With domainadmin rights i can upload and change/create users in moss
Any solution yet?

What I did find, is that the local ASP.NET configuration on the sharepoint website (in IIS) needs to have the right autorization. The PortalAdmin account should have allow rights and the bultin\administrators should have allow rights. After that, my problem was solved.
So I believe there was some sort of update in ASP.NET which changed the settings.

the rights were set properly. The solution for us was to re-enter the SPS serviceaccount for the webpool in moss central administration.
By doing that the following issues were fixed:
- upload single files (403 Access Denied)
- authentication is required on opening the link to a new webpart
- enter calendar entries
- create or change new moss users

Could you tell me exactly what you did. I am not sure I know what you meant by re-entering the SPS service account. We have the same problems that you listed. It seems that if I ran iisreset, the problems would go away for a short time and they would come back. If you can tell me all the steps that you did, I would appreciate very much.

i meant to re-enter the account and password sps is running on. This morning i had some complaints from our users that they have the same problem again. So i removed the security update 928365 for .Net 2.0 - this solved the problem again. So let′s see what happens tomorrow. We have opened a call @ MS support - i′ll report the solution.

Any updates? I'm encountering the same problem, which I can temporary fix, but within 2 of 3 days, the problem comes back. Now I also experience the problem where some site-admins cannot create new users and/or change rights of users. But the portaladmin user can do all this.
Anybody got any ideas?
Maybe it is because there's also Sophos Enterprise & WSUS installed on this server? (but with the previous version of sharepoint everything worked fine)

we do not encounter any more problems since 928365 was removed from our frontend webserver.
I can tell you anything more about that problem because our call @ MS is still unanswered.

I uninstalled 928365 from a server that showed the problems yesterday and so far it is working fine. Will probably let this run a few more days before uninstalling from our production server.
I also found a few more problems besides the ones that I already reported; users cannot add any alerts and most of alert messages were not sent out.
I read some messages on other forums with similar problems. Some people said that they installed some hotfixes provided by Microsoft in April or May and they did not see any problems when 928365 was later installed on their servers.
If anyone hears from Microsoft, please post a message here so that people will know what should be done.
