Will you be able to use this SDK to develop agents for Office Communications Server 2007?

I can answer this one, though I don't work for MS.

There is an interface to Office Communicator and it works well, we've tried it.

Be aware though that Office Communicator does not offer the same level of functionality that WLM does (showing links etc is not easy) and it does not have the activity window.
