Hi,
I am afraid Visual Studio Express isn't a supported edition for authoring or deploying DSL's. You can find a list with the supported editions here.
Also, deployment in Visual Studio 2008 shell will be supported!

Edward is correct.
Express versions are not supported for most forms of extensibility, including DSL Tools.
I'm afraid that currently there are no plans to support this.
