TabControl ToolTips

I don't know if this is an issue that has been addressed or not. Has anyone else had a problem with the ToolTip property of the TabPage class? It works fine on W2K & WinXP, but on Win 98 the ToolTip text is in Chinese or something. This happens on every Win 98 machine I have used it on. All the other controls that use the ToolTip class display their ToolTips fine. If this has already been addressed, could somebody point me to a document or fix for it. Thanks.
