A question for Gurus about an application which should run before login screen

why i am making this kind of application here is the story!

Well Once i went to the Game cafe where all ppls were playing Counter srike(game), i bought a ticket and then took a seat. Then i pressed ON (to the CPU),within some seconds after boot OS, I found Counter Strike game options (as this computer is dedicated to only GAME)....but from all that time i was wondering where is the WINDOWS and how come it didnt show me dialog box for id and password...and how come IF its loging automatically then why i cant see Loading screen of windows (which always comes after we log in to the win2k wether by auto login or by manual)...
It perfectly seems like Game Cafe is not showing anything which denote microsoft... While the Game was inside windows2000. How he do that?

I tried this by hiding desktop, auto login, and inside registry i changed Shell property of winlogon to my "GAME Application". Now result is something like now i see firstly loginbox that fastly automatically disappear and then it shows another Loading dialog of windows and then my Game application get started...but still i couldnt make what i saw in GAME CAFE...which i really wana make.

I dont know more what should i do?
