Shipping Methods Rates MaxLimit

Hi

I've tried looking in the MSDN library, but I can't work out for sure what the MaxLimit field is used for.  I'm guessing it could be used by weight, but I'm hoping it can be used for price.

The problem I'm having is that my shipping discount won't work despite me copying the discount from another site where it works.  I've tried restarting IIS, but the discount never gets applied to the order.
