Microsoft Virtual PC 2007 Graphics Update Troubleshoot

I have this program on my PC, but a lot of websites and games require 3D Graphics card and the product is S3 Inc.

How can I get the 3D Driver on Windows 95 Guest OS working? When I restart the Guest OS, it changes from a high (16 bit) color to 16 Color. Please help me on this.

The game I'm trying to play is PacGuy (Still have the CD), and it sounds like a breaking down car.
