Error: Project not in a trusted location when on a networked drive

I keep getting this error when trying to set up new projects. I have been able to find support for previous versions of VS. They all point to using the .NET Framework configuration admin tools to add a VS Development location and grant it full trust. The problem I am running into is that I have been completely unable to locate the .net v3.5 configuration tool to set this. Can anyone point me in the right direction?
