catalog manager tasks disabled

i have installed cs2007 sp1 on vista-u including business applications. when i start catalog manager it opens but with all of the tasks disabled. the task panel has only the title bar visible when fully expanded. the service asmx url is accesible when launched in a browser and shows the available service methods available. any ideas about why cm has no functionality?
