live stream with Expression Encoder

I am starting with Expression Encoder and I want to know the following:

Can I do a liove stream from vista or XP PC?
Do I have to get a Static IP in order to do the live stream with Expression?
I am hosting with DiscountASP and I wnat to know what will be the publishing point?
