How do we force the Download/Save dialog for a know media type?

We're creating a podcast HTML page with "Listen now" and "download" buttons for .mp3 files. How do we force theDownload and Save dialog to appear rather than opening Windows Media Player when the download button is clicked?

Is this done in the page scripting or on the server?
