Visual Basic Express 2005 is free but Crystal Reports is not. It's included with the Visual Studio Professional edition, which you have to pay for. (I'm not sure if it's in the Standard edition.)

Crystal Reports is only included with Visual Studio Professional Edition and Team System Edition.
