HDi is portable code, designed to compile and run on Linux, Windows CE, Win32 and Xbox.
I can't say anything about future Toshiba plans.
And about WinCE + Broadcom chipset for HDDVD, there is nothing ?

As Andy stated, Microsoft's implementation of advanced interactivity is called HDi and is portable code designed to run on, and optimized for, a number of different platforms/players. There are other HD DVD CE manufacturers than Toshiba. They may choose to use Microsoft's HDi (TM) or they may choose their own implementation of advanced interactivity. You will need to contact the specific CE manufacturers to obtain emulators for their players.
I don't receive any news from Samsung (for BP-UP5000) and LG (BH200).
Why all HD DVD player are from Toshiba (part or all) because it's hard to be compliant
with HD DVD (like interactivity not supported by BH100) ?...

It's not unusual for a company to offer equipment or design licenses as a ODM or OEM. It is quite common in consumer electronics.
LG will release the BH200 hybrid player next month which will have advanced interactivity supported
I believe Samsung's BP-UP5000 is also slated for release before the end of the year
