I would dearly love to agree with you, but I think toolbar backbitmaps won't be re-enstated to IE7 as each tab has a sepearate toolbar and bitmap consuming memory. I think one of the goals of IE7 was to make it leaner and meaner. The graphics drivers and rendering on Vista machines is something new and perhaps does not lend itself to an impressive display with 256 color bitmaps. The IE7 Navigation bar is uncustomizable for very good security reasons. (Quero toolbar offers a replacement, but without the security and anti-phishing features).
Modern wide screens have a higher aspect ratio meaning that there is relatively less vertical height that can be used by Addon toolbars, but more horizontal width that can be utilized for content display.
You will find that many of the tweaks at http://www.iecustomizer.com work equally well on either IE6 or 7. IE6 still commands a fare share of the browser market.
I would like to see the Maxthon browser themes made user editable, so that you can mix and match individual customization components to make your own distinct themes. You will also see that many of the IE tweaks also work on the Maxthon and other MSIE browsers (GreenBrowser is pretty good).
The Chinese seem to be keen on the browser eye candy. Corporate users, virtually have no say (dictated to by their network nazis), and as this is where the money is (web users don't want to pay for something they think should be free), customization/branding of browsers is a low priority.
