Can't Download Vis C++ Express from Microsoft

Every time I try to download Visual C++ Express Edition from Microsoft, no pop-up installer comes up, the page just tries to load a new page, and gives me the "Page cannot be displayed" (no internet connection) page. Which is totally odd. I just had my friend try it on their computer, they had no probs. I've looked through support and other possible issues, have tried a lot of things... but it seems like I can't download anything from their page. What's wrong?
