Developing Multilingual Application

Hi,

I have to develop a application on .net which should display label, button and other controls on Tamil and English. Please guide me the steps to create the form to support both tamil and english... (As per few documents it is mentioned that I can make use of Localization, but i'm not able to add more than one language on the localisation.)
