Internet - Troubleshooting

Internet - Troubleshooting.

Problem: A user of an windows xp desktop can't access the internet through his/her internet browser.The LEDs on the NIC are on. Could anyone tell me thesteps to follows to troubleshoot such a problem. The wall connection to the network works. So the problem is only at the desktop. The PC is on a LAN.
