New connection problem

I have compiled my VB program for testing purposes and have installed the program on a test machine. The program contains a report viewer to view a report created on a report server. When running the program on the development machine, all works fine. When running the program on the test machine, I get the following error:

"Unable to connect to the Remote Server. No connection could be made because the target machine actively refused it."

I went into Report Services configuration and everything seems fine there. What else might I need to check that I may have overlooked?

I have seen this issue when the OS Firewall services is turned on. Check your Firewall settings to see if the port is blocked.

I did check the firewall and the machine with SQL does not have the firewall even turned on. Is there anything else to check?
