Work Item Dependency

How to specify dependencies among work items?

For example, If "work item 1" is active, "work item 2" cannot be editted.

I'm pretty sure that this is not possible in V1.

As far as I know, there are only 3 things that can prevent a work item from being edited.

An ACL rule
Conflict (i.e. somebody edited the same work item before you)
Data validation rules. The data vailidation rules only work against that work item and cannot span work items.
