Open Work Item attachment problem

Hi,
We are having problem to open attached file with non ASCII name (Hebrew). The problem occurs on specific machines only. We receiving IE error message "Internet Explorer cannot download file ...", following by unreadable characters. It looks like TS client can not resolve URL correctly. Any ideas which setting should we check to resolve this?
