Does the Source Control system have any Admin tool

Depending on the permissions assigned for the Team project you can perform most of the source control related tasks from SourceControl explorer. There is no separate admin tool for Source control
There are some admin tools (not specific to source control) that can be used on TFS AT (for instance TfsDeleteProject.exe to delete team projects), but it depends on what functionality you are looking for.
