You can post questions regarding the Win32 API to the Windows Development MSDN newsgroups.
And, do you have a meaningful comment to add to this thread?

Unfortunately many of the newsgroups have become very hostile environments and Microsoft does not do anything even when problems are reported.

Do you have any specific examples? Are you using the web-based news reader? (it allows you to avoid getting spammed). I'll see what I can dig up about reporting problems...

I can definitely provide many examples, but it will take time. I do have examples from a few years but it would be better to send you those directly.
I am very willing to start a new thread for this, since it is off-topic for this thread. If I do, what forum should I use?
I use OE for newsgroups; the web-based news reader is too difficult to use. The rude remarks however were not spam; they were directed at me personally. Many rude remarks are made by MVPs. The VB SDK newsgroup (I forget the exact name) is one that is very bad; I was involved in helping answer questions there about a year ago. Many years ago I was involved in helping answering questions in the MFC newsgroups; in one of those newsgroups, a Microsoft person did post a warning to someone about his remarks. Therefore I am justified in saying that the person was innappropriate then at least.
I get the impression that MVPs are protective of other MVPs; they are quick to criticize me yet rarely each other; at least that is what happens in the MFC and VB newsgroups.
I did send a complaint to an MSDN address about the VB newsgroup and they just told me to go errrr I mean send my complaint to some other palce, but they were not specific about where that is. They said that since the subject is non-technical, they could not help, but they did not provide an email address or link or anything specific.
There is an abundance of rude and innapropriate behavior in newsgroups and forums, and I want to improve things. I try to do the right thing and such. I truly believe that I don't deserve the rude and innapropriate behavior I get. The Microsoft newsgroups seem to increase the liklihood that MVPs will attempt to damage the reputation of a non-MVP and Microsoft seems to not accept responsibility for that.
I see a lot of SDK questions being asked and answered at the C++ General, .C# General, VB General, NET Base Class Library and Windows Forms General forums. You do run the risk of getting an Off Topic response, but it doesn't happen very often. As long as you can skillfully squeeze in a reference to VS200x, .NET or a .NET programming language, you'll get an answer...
You can send me stuff personally, if you like (my email is in my profile). Each newsgroup often has its own personality, some often contain rude messages, some don't. MVPs are not employees of Microsoft, but they are "supposed" to follow an informal code of conduct; but, it's the same code of conduct any member of the community is expected to follow. Being an MVP awardee means it's in recognition of help they've provided in technical communities; so, it's rare to see someone getting that award if they are constantly rude; but, MVPs are human too.

I don't think there's anywhere specifically to complain about the behaviour of an MVP; let alone violations of the communities rules of conduct. I'll see if I can find what avenues are available. But, without examples there's not much I can do.
