Upload Changes to SQL Server 2000

Hi

I need a solution on how to upload a UDF to SQL Server. I have already thought of using DTS, but I am told that we do not have access to SQL Server 2000 at all, but I was on the right track. I looked at using a utility called toad but this is not installed on the box. I was told that we are using MSDE and not SQL Server.

Any help would be appreciated
