Building Installer: How do I have it prompt to uninstall all files

No one answered my previous post, so my workaround is to have the autobuild build with the same ProductCode every time and the user must uninstall previous versions of the product which leave the config files on the machine.
Is there a way to have the installer prompt the user asking if they want to remove everything and then remove config files then too. Currently, I tag the files as permanent and transitive to make sure they stay(though I don't fully understand these options yet).
My previous post was asking about how to supply a different ProductCode in the automated build to devenv.exe every time. I could not figure out how to feed that to devenv.exe though.
thanks for any help on this.....did not realize setting an automated build up would be so hard. Does MS not run automated builds and follow Agile practices or something? Kind of weird. I would be suprised. They must handle this somehow?
