I tried to Add Work items with Microsoft Excel and got this error.
So I searched Microsoft.com and found thishttp://support.microsoft.com/default.aspx?scid=kb;en-us;320369 .

Problem was that I had my server running with Finnish regional settings and had english version of Excel.

Temporary solution is to change os to english regional settings.
