VS .NET 2003 Setup Failure -- Reboot requested

I just got a new Laptop running win xp home sp2. I am in the process of reinstalling all my applications. When I try to install VS .NET 2003, the initial screen comes up, saying that I have to install prerequisites. When I click on that option, a dialog pops up saying

"Setup has detected that another program requires the computer to reboot. You must reboot the computer before installing Visual Studio .NET Prerequisites. Once the system reboots, you need to restart setup. Click OK to reboot. ..."

After rebooting (many times), the same thing continues to happen. How can I make it continue with the install?
