You do have several choices.
(1) A VMWare or VirtualPC that can install a Windows Vista inside, if it exists and works
Or the more reasonable one:
(2) Install a "Windows Vista Upgrade" or "Windows Vista Installation".
In other words, MediaFoundation is designed for Windows Vista only.
You can't run it on Windows XP/2003.
