mc.exe can't find nlsdl.dll on W2K3 SP1

Mc.exe from July 2006 CTP requiresnlsdl.dllnow (DownlevelLocaleNameToLCIDfunction). This call requires "Microsoft NLS Downlevel Data Mapping APIs on Windows XP (SP2 or later) or Windows Vista" according to specification (http://msdn.microsoft.com/library/default.asp?url=/library/en-us/intl/nls_DownlevelLocaleNameToLCID.asp). The link says that I can download the required header file and DLL from the "MSDN Download and Code Center", but I can't find this stuff there. Where I can find nlsdl.dll for my Windows Server 2003 R2 (x86)?
