Why can I not Ping a Vista machine

I have installed Vista and continue to install many Apps, and most seem to work flawlessly. I try to activate an HTTP server and it says it is running. I can ping myself. I cannot find the HTTP server from a network attached PC. I cannot Ping the Vista machine.. a very delayed response,,, then no response.

Any ideas folks what I am overlooking?

sounds like the firewall is blocking the incoming requests although not sure
